HQE is a family of certification frameworks originating in France and applied to buildings, districts and infrastructure. Depending on the certification product, it can cover new construction, renovation and assets in operation.

The current HQE reference framework is organised around four inseparable commitments: quality of life, respect for the environment, economic performance and responsible management.

What is HQE?

HQE stands for Haute Qualité Environnementale. The HQE approach provides a multi-criteria framework for considering environmental performance, quality of life, economic performance and project governance across the built environment.

The Alliance HQE-GBC develops the common reference framework. Certification schemes based on that framework are delivered by independent certification bodies for defined asset types and project stages.

It is therefore important to identify the exact HQE certification product, country, asset type and scheme version before setting project requirements. “HQE certification” is not one universal checklist with the same scoring for every building.

What is HQE certification intended to do?

HQE certification provides a structured and independently audited way to assess how a project addresses the requirements of the selected scheme.

Depending on the framework, the assessment can include energy, carbon, water, waste, biodiversity, indoor conditions, user needs, economic performance and management processes. It can be applied during construction, renovation or operation.

Certification documents the level of performance demonstrated against the selected scheme. It does not automatically guarantee lower operating costs, a higher market value or a particular health outcome.

The four HQE commitments

The current Alliance HQE-GBC reference framework is structured around:

  1. Quality of life — conditions that support occupants and users, including comfort and the quality of spaces.
  2. Respect for the environment — topics such as energy, carbon, water, waste, biodiversity and life-cycle impacts.
  3. Economic performance — consideration of value, costs, adaptability and performance over the asset’s life cycle.
  4. Responsible management — governance, stakeholder coordination, objectives, verification and continuous improvement.

The historic HQE approach used 14 targets, and these remain part of the system’s development history. The Alliance explains that the four current commitments reorganised those targets into a broader framework. A current project should use the applicable certification manual rather than a historic 14-item points list.

How does the certification process work?

The process varies with the certification body and the selected HQE product. It normally begins by defining the asset, stage and target scheme, followed by an initial gap assessment and a plan for meeting and documenting the applicable requirements.

Evidence is developed during design, construction, renovation or operation and reviewed through independent third-party audits. The certification body determines the result under the rules of the selected scheme.

Project teams should confirm the current manual, performance levels, audit stages and evidence requirements with the relevant certification body. Earlier labels such as `Base`, `Performant` and `Exceptionnel`, or simplified counts of “targets met”, should not be applied without verifying that they belong to the exact scheme and version in use.

What can HQE provide?

For project owners and managers, HQE can:

  • provide a common multi-criteria framework for the project team,
  • organise objectives, responsibilities and evidence,
  • support independent review of the selected performance criteria,
  • communicate the certified result to tenants, investors and other stakeholders.

The practical benefits depend on the measures implemented and on the asset’s actual operation. Certification is most useful when its requirements are integrated into project decisions and supported by reliable measurements and documentation.
